Remove the RUSTFLAGS enable method from Readme.md

It is a worse option than using `CARGO_PROFILE_DEV_CODEGEN_BACKEND`.
When using `--target` it doesn't apply to build scripts and proc macros.
It also overrides any `RUSTFLAGS` you may have set in an env var or
cargo config.
