630c7596e9 Ensure that static initializers are acyclic for NVPTX
NVPTX does not support cycles in static initializers. LLVM produces an error when attempting to codegen such constructs (like self referential structs).

To not produce LLVM UB we instead emit a post-monomorphization error on
Rust side before reaching codegen.

This is achieved by analysing a subgraph of the "mono item graph" that
only contains statics:
1. Calculate the strongly connected components (SCCs) of the graph
2. Check for cycles (more than one node in a SCC or exactly one node
   which references itself)

Provide additional context to errors involving const traits

When encountering an unmet `Ty: [const] Trait` bound, if `Trait` is `#[const_trait]` and there's an `impl Trait for Ty` point at it. If local, suggest `impl const Trait for Ty`, otherwise just point at it.

Support `#[rustc_align_static]` inside `thread_local!`

Tracking issue: rust-lang/rust#146177

```

This increases the amount of recursion the macro performs (once per attribute in addition to the previous once per item), making it easier to hit the recursion limit. I’ve added workarounds to limit the impact in the case of long doc comments, but this still needs a crater run just in case.

allow #[rustc_align_static(N)] on statics
We need a different attribute than `rustc_align` because unstable attributes are
tied to their feature (we can't have two unstable features use the same
unstable attribute). Otherwise this uses all of the same infrastructure
as `#[rustc_align]`.

Gate static closures behind a parser feature

I'd like to gate `static ||` closures behind a feature gate, since we shouldn't allow people to take advantage of this syntax if it's currently unstable. Right now, since it's only rejected after ast lowering, it's accessible to macros.

Let's crater this to see if we can claw it back without breaking anyone's code.

65a54a7f27 Tweak multispan rendering
Consider comments and bare delimiters the same as an "empty line" for purposes of hiding rendered code output of long multispans. This results in more aggressive shortening of rendered output without losing too much context, specially in `*.stderr` tests that have "hidden" comments.
