compiler: Add Windows resources to rustc-main and rustc_driver

Adds Windows resources with the rust version information to rustc-main.exe and rustc_driver.dll

Invokes `rc.exe` directly, rather than using one of the crates from the ecosystem to avoid adding dependencies.

A new internal `rustc_windows_rc` crate has the common build script machinery for locating `rc.exe` and constructing the resource script

301655eafe Revert introduction of [workspace.dependencies]. 
This was done in #145740 and #145947. It is causing problems for people
using r-a on anything that uses the rustc-dev rustup package, e.g. Miri,
clippy.

This repository has lots of submodules and subtrees and various
different projects are carved out of pieces of it. It seems like
`[workspace.dependencies]` will just be more trouble than it's worth.

e4f196a7b4 CodeGen: rework Aggregate implemention for rvalue_creates_operand cases 
Another refactor pulled out from 138759

The previous implementation I'd written here based on `index_by_increasing_offset` is complicated to follow and difficult to extend to non-structs.

This changes the implementation, without actually changing any codegen (thus no test changes either), to be more like the existing `extract_field` (<2b0274c71d/compiler/rustc_codegen_ssa/src/mir/operand.rs (L345-L425)>) in that it allows setting a particular field directly.

Notably I've found this one much easier to get right, in particular because having the `OperandRef<Result<V, Scalar>>` gives a really useful thing to include in ICE messages if something did happen to go wrong.

Rollup merge of #140874 - mejrs:rads, r=WaffleLapkin 
make `rustc_attr_parsing` less dominant in the rustc crate graph

It has/had a glob re-export of `rustc_attr_data_structures`, which is a crate much lower in the graph, and a lot of crates were using it *just* (or *mostly*) for that re-export, while they can rely on `rustc_attr_data_structures` directly.

The first commit keeps the re-export, and just changes the dependency if possible. The second commit is the "breaking change" which removes the re-export, and "explicitly" adds the `rustc_attr_data_structures` dependency where needed. It also switches over some src/tools/*.

The second commit is actually a lot more involved than I expected. Please let me know if it's a better idea to back it out and just keep the first commit.

8121958fda Use -Wunused_crate_dependencies for compiler crates. 
It's very useful. There are some false positives involving integration
tests in `rustc_pattern_analysis` and `rustc_serialize`. There is also a
false positive involving `rustc_driver_impl`'s
`rustc_randomized_layouts` feature. And I removed a `rustc_span` mention
in a doc comment in `rustc_log` because it wasn't integral to the
comment but caused a dev-dependency.

063ef18fdc Revert "Use workspace lints for crates in compiler/ #138084" 
Revert <https://github.com/rust-lang/rust/pull/138084> to buy time to
consider options that avoids breaking downstream usages of cargo on
distributed `rustc-src` artifacts, where such cargo invocations fail due
to inability to inherit `lints` from workspace root manifest's
`workspace.lints` (this is only valid for the source rust-lang/rust
workspace, but not really the distributed `rustc-src` artifacts).

This breakage was reported in
<https://github.com/rust-lang/rust/issues/138304>.

This reverts commit 48caf81484, reversing
changes made to c6662879b2.

beba32cebb Specify rust lints for compiler/ crates via Cargo. 
By naming them in `[workspace.lints.rust]` in the top-level
`Cargo.toml`, and then making all `compiler/` crates inherit them with
`[lints] workspace = true`. (I omitted `rustc_codegen_{cranelift,gcc}`,
because they're a bit different.)

The advantages of this over the current approach:
- It uses a standard Cargo feature, rather than special handling in
  bootstrap. So, easier to understand, and less likely to get
  accidentally broken in the future.
- It works for proc macro crates.

It's a shame it doesn't work for rustc-specific lints, as the comments
explain.

c1b4ab0e73 Shorten linker output even more when --verbose is not present 
- Don't show environment variables. Seeing PATH is almost never useful, and it can be extremely long.
- For .rlibs in the sysroot, replace crate hashes with a `"-*"` string. This will expand to the full crate name when pasted into the shell.
- Move `.rlib` to outside the glob.
- Abbreviate the sysroot path to `<sysroot>` wherever it appears in the arguments.

This also adds an example of the linker output as a run-make test. Currently it only runs on x86_64-unknown-linux-gnu, because each platform has its own linker arguments. So that it's stable across machines, pass BUILD_ROOT as an argument through compiletest through to run-make tests.

- Only use linker-flavor=gnu-cc if we're actually going to compare the output. It doesn't exist on MacOS.

- `cc` 1.2.4 contains a fix to address [rustc uses wrong build tools
  when compiling from MSVC
  #133794](https://github.com/rust-lang/rust/issues/133794). See

- `cc` 1.2.5 contains a fix to also check linking when testing if
  certain compiler flags are supported, which fixed an issue that was
  causing previous compiler `cc` bumps to fail. See

eaaa94318b Unpin cc and upgrade to the latest version 
`cc` was previously pinned because version 1.1.106 dropped support for
Visual Studio 12 (2013), and we wanted to decouple that from the rest of
the automated updates. As noted in [2], there is no longer anything
indicating we support VS2013, so it should be okay to unpin it.

`cc` 1.1.22 contains a fix that may help improve the high MSVC CI
failure rate [3], so we also have motivation to update to that point.

99558dc7f4 Update the wasm-component-ld binary dependency 
This keeps it up-to-date by moving from 0.5.6 to 0.5.7. While here I've
additionally updated some other wasm-related dependencies in the
workspace to keep them up-to-date and try to avoid duplicate versions as
well.
