resolve: Improve candidate search for unresolved macro suggestions

Use same scope visiting machinery for both collecting suggestion candidates and actually resolving the names.

The PR is better read in per-commit fashion with whitespace changes ignored (the first commit in particular moves some code around).

This should be the last pre-requisite for https://github.com/rust-lang/rust/pull/62086.

79f0d88de8 resolve: Use feature(custom_attribute) fallback only if the feature is enabled
Normally `#![feature(...)]` shouldn't change behavior, but custom attributes in particular are in the process of retirement, and we should not produce a message telling to enable them.
It also helps with unifying diagnostics for unresolved macros.

f923942094 resolve: Divide macro path resolution into speculative and error reporting parts
Also move macro stability checking closer to other checks performed on obtained resolutions.
Tighten the stability spans as well, it is an error to *refer* to and unstable entity in any way, not only "call" it.

3041ec6118 resolve/expand: Catch macro kind mismatches early in resolve
This way we are processing all of them in a single point, rather than separately for each syntax extension kind.
Also, the standard expected/found wording is used.

Stabilize `type_alias_enum_variants` in Rust 1.37.0

Stabilize `#![feature(type_alias_enum_variants)]` which allows type-relative resolution with highest priority to `enum` variants in both expression and pattern contexts. For example, you may now write:

```rust
enum Option<T> {
    None,
    Some(T),
}

type OptAlias<T> = Option<T>;

fn work_on_alias(x: Option<u8>) -> u8 {
    match x {
        OptAlias::Some(y) => y + 1,
        OptAlias::None => 0,
    }
}
```

That is, we change the [grammar of items](9d1984d7ae/grammar/item.lyg (L3-L42)), as written in [the *`.lyg`* notation](263bf161da (grammar)), from:

Stabilize #![feature(repr_align_enum)] in Rust 1.37.0

On an `enum` item, you may now write:

```rust
#[repr(align(X))]
enum Foo {
    // ...
}
```

This has equivalent effects to first defining:

```rust
#[repr(align(X))]
struct AlignX<T>(T);
```

and then using `AlignX<Foo>` in `Foo`'s stead.

a31dc8e3b1 Allow null-pointer-optimized enums in FFI if their underlying representation is FFI safe
This allows types like Option<NonZeroU8> to be used in FFI without triggering the improper_ctypes lint. This works by changing the is_repr_nullable_ptr function to consider an enum E to be FFI-safe if:

- E has no explicit #[repr(...)].
- It only has two variants.
- One of those variants is empty (meaning it has no fields).
- The other variant has only one field.
- That field is one of the following:
  - &T
  - &mut T
  - extern "C" fn
  - core::num::NonZero*
  - core::ptr::NonNull<T>
  - #[repr(transparent)] struct wrapper around one of the types in this list.
- The size of E and its field are both known and are both the same size (implying E is participating in the nonnull optimization).

Disallow double trailing newlines in tidy

This wasn't done previously in https://github.com/rust-lang/rust/pull/47064#issuecomment-354533010 as it affected too many files, but I think it's best to fix it now so that the number of files with double trailing newlines doesn't keep increasing.
