Refactor versions detection in build-manifest

This PR refactors how `build-manifest` handles versions, making the following changes:

* `build-manifest` now detects the "package releases" on its own, without relying on rustbuild providing them through CLI arguments. This drastically simplifies calling the tool outside of `x.py`, and will allow to ship the prebuilt tool in a tarball in the future, with the goal of stopping to invoke `x.py` during `promote-release`.
* The `tar` command is not used to extract the version and the git hash from tarballs anymore. The `flate2` and `tar` crates are used instead. This makes detecting those pieces of data way faster, as the archive is decompressed just once and we stop parsing the archive once all the information is retrieved.
* The code to extract the version and the git hash now stores all the collected data dynamically, without requiring to add new fields to the `Builder` struct every time.

I tested the changes locally and it should behave the same as before.

Add option to pass a custom codegen backend from a driver

This allows the driver to pass information to the codegen backend. For example the headcrab debugger may in the future want to use cg_clif to JIT code to be injected in the debuggee. This would PR make it possible to tell cg_clif which symbol can be found at which address and to tell it to inject the JITed code into the right process.

This PR may also help with https://github.com/rust-lang/miri/pull/1540 by allowing miri to provide a codegen backend that only emits metadata and doesn't perform any codegen.

This is the next step for https://github.com/rust-lang/rust/issues/66151: when doing `mem::zeroed`/`mem::uninitialized`, also recursively check fields of aggregates (except for arrays) for whether they permit zero/uninit initialization.

Allow a unique name to be assigned to dataflow graphviz output

Previously, if the same analysis were invoked multiple times in a single compilation session, the graphviz output for later runs would overwrite that of previous runs. Allow callers to add a unique identifier to each run so this can be avoided.

Fix cross compiling dist/build invocations

I am uncertain why the first commit is not affecting CI. I suspect it's because we pass --disable-docs on most of our cross-compilation builders. The second commit doesn't affect CI because CI runs x.py dist, not x.py build.

Both commits are standalone; together they should resolve #76733. The first commit doesn't really fix that issue but rather just fixes cross-compiled x.py dist, resolving a bug introduced in #76549.

Stabilize some Option methods as const

Stabilize the following methods of `Option` as const:
 - `is_some`
 - `is_none`
 - `as_ref`

These methods are currently const under the unstable feature `const_option` (tracking issue: #67441).
I believe these methods to be eligible for stabilization because of the stabilization of #49146 (Allow if and match in constants) and the trivial implementations, see also:  [PR#75463](https://github.com/rust-lang/rust/pull/75463).

Stabilize some Result methods as const

Stabilize the following methods of Result as const:
 - `is_ok`
 - `is_err`
 - `as_ref`

A test is also included, analogous to the test for `const_option`.

These methods are currently const under the unstable feature `const_result` (tracking issue: #67520).
I believe these methods to be eligible for stabilization because of the stabilization of #49146 (Allow if and match in constants) and the trivial implementations, see also: [PR#75463](https://github.com/rust-lang/rust/pull/75463) and [PR#76135](https://github.com/rust-lang/rust/pull/76135).

Note: these methods are the only methods currently under the `const_result` feature, thus this PR results in the removal of the feature.

Add aarch64-unknown-linux-musl host builds

This adds aarch64-unknown-linux-musl to the hosts list and adds the build to the dist-arm-linux builder as `@Mark-Simulacrum` suggested to me in Zulip. `@jyn514` requested to be mentioned 😄

I had to update the config for crosstool-ng as it had a prompt about the glibc version.

I ran `src/ci/docker/run.sh dist-arm-linux` to test it.

Only errors were in miri due to struct fields being private (already been reported [here](https://github.com/rust-lang/rust/issues/76337))

Fix generating rustc docs with non-default lib directory.

If `libdir` is set in `config.toml`, then the tool to generate the rustc docs was unable to run `rustc` because it could not find the shared libraries. The solution is to set the dylib search path to include the libdir.

I changed the API of `add_rustc_lib_path` to take `Command` instead of `Cargo` to try to share the code in several places. This is how it worked before https://github.com/rust-lang/rust/pull/64316, and I think this still retains the spirit of that change.

Split `core::slice` to smaller mods

Unfortunately the `#[lang = "slice"]` is too big (3003 lines), I cannot split it further.

Note for reviewer:
* I split to multiple commits for easier reviewing, but I could git squash them all to one if requested.
* Recommend pulling this change locally and using advanced git diff viewer or this command:
  ```
  git show --reverse --color-moved=dimmed-zebra master..
  ```

I split core/slice/mod.rs to these modules:

* `ascii`: For operations on `[u8]`.
* `cmp`: For comparison operations on `[T]`, like PartialEq and SliceContains impl.
* `index`: For indexing operations like Index/IndexMut and SliceIndex.
* `iter`: For Iterator definitions and implementation on `[T]`.
  - `macros`: For iterator! and forward_iterator! macros.
* `raw`: For free function to create `&[T]` or `&mut [T]` from pointer + length or a reference.

The heapsort wrapper in mod.rs is removed in favor of reexport from `sort::heapsort`.
