0cdde6e5e0 std: Stabilize FromStr and parse
This commits adds an associated type to the `FromStr` trait representing an
error payload for parses which do not succeed. The previous return value,
`Option<Self>` did not allow for this form of payload. After the associated type
was added, the following attributes were applied:

* `FromStr` is now stable
* `FromStr::Err` is now stable
* `FromStr::from_str` is now stable
* `StrExt::parse` is now stable
* `FromStr for bool` is now stable
* `FromStr for $float` is now stable
* `FromStr for $integral` is now stable
* Errors returned from stable `FromStr` implementations are stable
* Errors implement `Display` and `Error` (both impl blocks being `#[stable]`)

7828c3dd28 Rename fail! to panic!
https://github.com/rust-lang/rfcs/pull/221

The current terminology of "task failure" often causes problems when
writing or speaking about code. You often want to talk about the
possibility of an operation that returns a Result "failing", but cannot
because of the ambiguity with task failure. Instead, you have to speak
of "the failing case" or "when the operation does not succeed" or other
circumlocutions.

Likewise, we use a "Failure" header in rustdoc to describe when
operations may fail the task, but it would often be helpful to separate
out a section describing the "Err-producing" case.

We have been steadily moving away from task failure and toward Result as
an error-handling mechanism, so we should optimize our terminology
accordingly: Result-producing functions should be easy to describe.

To update your code, rename any call to `fail!` to `panic!` instead.
Assuming you have not created your own macro named `panic!`, this
will work on UNIX based systems:

    grep -lZR 'fail!' . | xargs -0 -l sed -i -e 's/fail!/panic!/g'

You can of course also do this by hand.

9ba6bb5a71 Update io iterators to produce IoResults
Most IO related functions return an IoResult so that the caller can handle failure
in whatever way is appropriate. However, the `lines`, `bytes`, and `chars` iterators all
supress errors. This means that code that needs to handle errors can't use any of these
iterators. All three of these iterators were updated to produce IoResults.

35c6e22fab Tweak how preference factors into linkage
The new methodology can be found in the re-worded comment, but the gist of it is
that -C prefer-dynamic doesn't turn off static linkage. The error messages
should also be a little more sane now.

314b02b373 Add ignore-cross-compile directive for compiletest
Loadable syntax extensions don't work when cross compiling (see #12102), so the
fourcc tests all need to be ignored. They're valuable tests, so they shouldn't
be outright ignored, so they're now flagged with ignore-cross-compile

5a93d12e01 std::io: Add Buffer.lines(), change .bytes() api
- `Buffer.lines()` returns `LineIterator` which yields line using
    `.read_line()`.
-   `Reader.bytes()` now takes `&mut self` instead of `self`.
-   `Reader.read_until()` swallows `EndOfFile`. This also affects
    `.read_line()`.
