7253057887 Don't generate pointer loads to spills unless necessary
In order for LLVM to correctly generate debuginfo for msvc, we sometimes
need to spill arguments to the stack and perform some direct & indirect
offsets into the value. Previously, this code always performed those
actions, even when not required as LLVM would clean it up during
optimization.

However, when MIR inlining is enabled, this can cause problems as the
operations occur prior to the spilled value being initialized. To solve
this, we first calculate the necessary offsets using just the type which
is side-effect free and does not alter the LLVM IR. Then, if we are in a
situation which requires us to generate the LLVM IR (and this situation
only occurs for arguments, not local variables) then we perform the same
calculation again, this time generating the appropriate LLVM IR as we
go.

b33d1e26b2 Make debuginfo_offset_calcuation generic so we can resuse the logic
This will allow us to separate the act of calculating the offsets from
creating LLVM IR that performs the actions.

38958aa8bd ssa: implement #[collapse_debuginfo]
Debuginfo line information for macro invocations are collapsed by
default - line information are replaced by the line of the outermost
expansion site. Using `-Zdebug-macros` disables this behaviour.

When the `collapse_debuginfo` feature is enabled, the default behaviour
is reversed so that debuginfo is not collapsed by default. In addition,
the `#[collapse_debuginfo]` attribute is available and can be applied to
macro definitions which will then have their line information collapsed.

3c9765cff1 Rename debugging_opts to unstable_opts
This is no longer used only for debugging options (e.g. `-Zoutput-width`, `-Zallow-features`).
Rename it to be more clear.

4e8701e620 Fix debuginfo for ScalarPair abi parameters
Mark all of these as locals so the debugger does not try to interpret
them as being a pointer to the value. This extends the approach used in
PR #81898.

208173f8e9 Fix project_deref() implementation
I'm not really sure what is wrong here, but I was getting load
type mismatches in the debuginfo code (which is the only place
using this function).

Replacing the project_deref() implementation with a generic
load_operand + deref did the trick.

533002d3a1 Fix closed over variables not available in debuginfo for Windows MSVC
The issue was that the resulting debuginfo was too complex for LLVM to
translate into CodeView records correctly. As a result, it simply
ignored the debuginfo which meant Windows debuggers could not display
any closed over variables when stepping inside a closure.

This fixes that by spilling additional variables to the stack so that
the resulting debuginfo is simple (just `*my_variable.dbg.spill`) and
LLVM can generate the correct CV records.

01aec8d185 [mir-opt] Allow debuginfo to be generated for a constant or a Place
Prior to this commit, debuginfo was always generated by mapping a name
to a Place. This has the side-effect that `SimplifyLocals` cannot remove
locals that are only used for debuginfo because their other uses have
been const-propagated.

To allow these locals to be removed, we now allow debuginfo to point to
a constant value. The `ConstProp` pass detects when debuginfo points to
a local with a known constant value and replaces it with the value. This
allows the later `SimplifyLocals` pass to remove the local.

c5bc95676b Let backends access span information
Sometimes, a backend may need to emit warnings, errors, or otherwise
need to know the span of the current item in a basic block. So, add a
set_span method to give the backend that information.
