Introduce NullOp::AlignOf This PR introduces `Rvalue::NullaryOp(NullOp::AlignOf, ty)`, which will be lowered from `align_of`, similar to `size_of` lowering to `Rvalue::NullaryOp(NullOp::SizeOf, ty)`.
