Move encode_metadata out of CrateStore. `rustc_metadata` is already accessible by all client crates. It does not need to be called trough a trait object. |

This directory contains the source code of the rust project, including:
- The test suite
- The bootstrapping build system
- Various submodules for tools, like rustdoc, rls, etc.
