Rollup merge of #90071 - cjgillot:no-blocks, r=oli-obk 
Remove hir::map::blocks and use FnKind instead

The principal tool is `FnLikeNode`, which is not often used and can be easily implemented using `rustc_hir::intravisit::FnKind`.
