Misc LTO cleanups

Follow up to https://github.com/rust-lang/rust/pull/145955.

* Remove want_summary argument from `prepare_thin`.
   Since https://github.com/rust-lang/rust/pull/133250 ThinLTO summary writing is instead done by `llvm_optimize`.
* Two minor cleanups

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
