Revert "Make the `c` feature for `compiler-builtins` opt-in instead of inferred" This reverts commit 3acb505ee5 (PR #101833). The changes in this commit caused several bugs/incompatibilities (https://github.com/rust-lang/rust/pull/101833#issuecomment-1270191721, https://github.com/rust-lang/rust/issues/102560).
