remove redundant backchain attribute in codegen llvm will look at both 1. the values of `"target-features"` and 2. the function string attributes. this patch removes the redundant function string attribute because it is not needed at all. rustc sets the `+backchain` attribute through `target_features_attr(...)` |

The codegen crate contains the code to convert from MIR into LLVM IR,
and then from LLVM IR into machine code. In general it contains code
that runs towards the end of the compilation process.
