Add licenses + Run `cargo update`

Replaces #131311

License changes:
- `unicode_ident` 1.0.14 introduces `(MIT OR Apache-2.0) AND Unicode-3.0`, but `unicode_ident` 1.0.12 (`(MIT OR Apache-2.0) AND Unicode-DFS-2016`) is still in tree
- `instant` and its license exception are no longer used
