Rollup merge of #82483 - tmiasko:option-from-str, r=matthewjasper 
Use FromStr trait for number option parsing

Replace `parse_uint` with generic `parse_number` based on `FromStr`.
Use it for parsing inlining threshold to avoid casting later.
