More symbol cleanups

Some minor improvements, mostly aimed at reducing unimportant differences between `Symbol` and `InternedString`. Helps a little with #60869.

  • rustc and its tests
  • libstd
  • Various submodules for tools, like rustdoc, rls, etc.
